Frog Lake Water System Engagement

Planning local employment, procurement and business participation into a major water-system project.

Frog Lake Cree Nation, Alberta

The assignment

The 2024 Frog Lake Water System report describes Hillcore/JV Driver working with the Nation, prime contractor and engineering consultant to connect project delivery with local participation. The approach identified scopes suited to Nation businesses, organized local labour information and built engagement commitments into procurement and contractor review. Employment and business participation were considered alongside the construction requirements.

Scope of work

  • Identify subcontract scopes and local supplier capacity
  • Support bid preparation and local labour coordination
  • Include social-engagement commitments in procurement
  • Track commitments and identify emerging opportunities

Delivery experience

The report identifies local hot-shot transport, mobile fuelling, catering and fuel purchasing as early participation examples. It also describes concrete supply linked to the Nation’s batch plant. Mentorship, apprenticeship, career-fair and education initiatives formed part of the wider strategy; the report does not provide verified totals for jobs, training completions or procurement spend.
