The assignment

Frog Lake First Nation engaged Hillcore/JV Driver as Owner’s Representative for its Wraparound Services Facility. The 2025 impact report describes a coordinated approach to site oversight, technical review, procurement and schedule recovery. Working with the Nation, engineers and construction partners, the team introduced clearer review and reporting processes so the Nation could make informed decisions about its investment.

Scope of work

  • Site safety oversight and contractor coordination
  • Concrete mix and curing reviews with the engineering team
  • Itemized change-order review and procurement audit trails
  • Schedule coordination, sequencing and progress reporting

Delivery experience

The report records improved concrete performance, stronger cost visibility and recovery of schedule milestones. It also records Frog Lake’s extension of the project-management agreement through mechanical completion. Future self-execution, employment growth and wider economic benefits are described as the next direction of travel, rather than measured outcomes already achieved.
